BROKEN ARROW, Okla. — A major milestone in the evolution of higher education in the Tulsa metro arrives in Spring 2026, when Northeastern State University–Broken Arrow expands its curriculum to include first- and second-year undergraduate courses—enabling students to start and finish their bachelor’s degree without leaving the campus.

Thanks to the passage of Senate Bill 701, the Oklahoma State Regents for Higher Education now have authority to approve “functional exceptions” that allow regional university campuses, like NSU-Broken Arrow, to offer lower-division courses and expand degree pathways to meet workforce demands.

“At NSU-Broken Arrow, this marks a transformational moment for students and for our region,” NSU President Rodney Hanley said. “By offering a full four-year public university education—from freshman courses through graduate programs—in Broken Arrow, we’re removing barriers, aligning education with workforce needs, and helping both individuals and our state thrive.”

Beginning January 2026, students at NSUBA will be able to enroll in more than 20 select lower-division undergraduate courses in addition to existing upper-division and graduate programs. The expansion establishes NSU-Broken Arrow as a comprehensive four-year public university, offering a seamless degree path from freshman year through graduate study—all in one place.

Located in one of Oklahoma’s fastest-growing metro areas, NSUBA has long played a vital role in regional workforce development. With SB 701 in effect, the campus is positioned to deepen that impact by launching new programs, broadening access, and connecting students directly to the needs of local and statewide employers.

“Our programs have always been shaped by workforce demand,” Dr. Carla Swearingen, NSU Vice President for Academic Affairs and Provost, said. “Now, freshmen, sophomores, juniors and seniors—alongside graduate students—will all benefit from the same high-quality instruction, hands-on learning and campus community dedicated to their success.”
