NSU receives nearly $2 million to expand groundbreaking RiverHawks Scholar Program
TAHLEQUAH, Okla. — Northeastern State University’s RiverHawks Scholar Program has been awarded nearly $2 million over five years from the U.S. Department of Education’s Transition and Postsecondary Programs for Students with Intellectual Disabilities. The RiverHawks Scholar Program is the first and only program in Oklahoma to receive this national grant.
The TPSID program supports colleges and universities that expand higher education opportunities for students with intellectual disabilities, emphasizing academics, social engagement, independent living and career readiness.
“NSU broke new ground eight years ago when we launched the first postsecondary program of its kind in Oklahoma,” Justin Chase, director of the RiverHawks Scholar Program, said. “Now, we’re doing it again as the first in the state to receive the TPSID Grant. This funding allows us to grow, reach more students, and continue building a program that helps them gain the skills, confidence and independence they need for life after college.”
The funding will support two new full-time positions—a Career Support Specialist and an Admissions & Outreach Coordinator—expanding student services and outreach efforts. It will also fund the development of a Work-Ready Certificate aligned with business and industry standards, an Independent Learning Lab focused on life skills and a new micro-credential course to train and support NSU faculty.

Founded in 2018, the RiverHawks Scholar Program was Oklahoma’s first inclusive postsecondary education program and is now in its eighth year on campus. To date, 39 students have enrolled, with an 82% employment rate post-graduation—well above state and national averages for adults with intellectual disabilities. This year, 16 students are enrolled, surpassing the national TPSID average of 14.
